Shuddha Gokarna – Pilot Project targeting at zero waste

STREAMS OF ACTION

 

HEALTH OFFICER

  1. Full updated assessment of Gram Panchayat sanitation (public toilets, drains) and water bodies (river, tirthas, ponds, samudra)
  2. Teach, train and pilot a task force of 10 people to implement the sanitary project

 

GRAM PANCHAYAT

Stop trashing – provide information on the SWM rules

  1. Identify all stakeholders (homes, business, temples, etc)
  2. Provide information to stakeholders on rules and request compliance from them
  3. Invite educational support from all schools level (flyers with rules, divulgation)
  4. Make needful awareness raising tools (posters, booklets, flyers, boards, movies, etc.)
  5. Give memorandum of understanding for local clean behaviour at the Check post
  6. Fix fees for waste collection
  7. Fix bylaws for penalties  applying to the following offences:
  • Giving plastics to public
  • Littering
  • Burning whichever trash
  • Dumping trash anywhere, especially in the drains
  • Failure to segregate garbage at source

 

8. Fix warns to immediately stop dumping at water bodies: drains, tirthas and ponds

9. Place warning/explaining boards on littering, dumping, burning

10. Ambulant loud announcement everywhere explaining trash system & fines

11. Management of ayyappa & shivaratri pilgrims intensifying boards about fines for OD & trashing

12. Spread FaceBook information on rules for visitors

13. Create a wikipedia page about local trash management and list of good practices

Managing trash – Outline a comprehensive plan for Gokarna SWM with a tentative timeline

  1. Define trash system and contents for flyers & boards
  2. Map trash collection zones (samudra, roads, streets, footpaths, no access points, etc.), groups, and broad timings
  3. Immediate segregation at source (dry and wet) with adjusted collection
  4. Place enough bins, covered and embedded, in tactical points
  5. Place abundant boards about fines and penalties
  6. Register with GP all local waste generators and respective collection fees
  7. Register with GP Ragpickers Team (train, value and empower – aadhar card, children education, medical facilities)
  8. Reinforce warning boards at public critical places: dumping & burning are offence, etc.
  9. Train conveniently GP sweepers and other sanitary workers
  10. Respect trash pick ups timings to eliminate the habit for people to dump
  11. Enforce composting or methanation of wet waste for commercial food providers, schools, bulk waste generators (bhojanalaya) & other public wet wasters

 

CATALYSER COMMITTEE

  1. Organise full Press Coverage and Support for the project
  2. Organise Training programmes for sanitary workers, householders and schools
  3. Request residents and rikshaw walas to monitor and promptly report any dumping/ burning
  4. Closely monitor the GP management of ayyappa & shivaratri pilgrims and other massive events
  5. Keep regular audits to ensure that all sectors are applying the procedures correctly

 

TALUKA PANCHAYAT

  1. Trigger coordination with surrounding Gram Panchayats & Municipalities for dry waste collecting and recycling centres
  2. Identify key options and the financial support for each option
  3. Allot land for storing the collected segregated items
  4. Assign land for eventual recycling plants for dry waste & biogas units for wet waste

 

DISTRICT COMMISSIONNER

  1. Call for a volunteer brigade from schools (students, teachers, principals), youth groups, SHGs, NGOs & local bodies to jointly firstly spread information, secondly monitor the project
  2. Provide a task force of 10 people to local Health Officer, for 3 months
  3. Appoint a doctor for the consultations at the government hospital, for 3 months, or, still better, upgrade the PHC.
  4. Apply for Green Pilgrimage Network

 

START-UP

  1. Immediately before starting the project make with all local stakeholders (inclusive of authorities – DC,TP, GP, etc) a massive clean up day of the accumulated trash with a brigade monitoring and reporting its achievement
  2. Clean the river & the drainage
  3. Make a Gokarna Shuddha Festival for launching the project
